Barbara Voss joined the City of El Segundo in August 2015 and serves as the deputy city manager. She assists the city manager in administering city operations across the organization. Voss directs all activities related to economic development and leads the communications, outreach and community engagement program for the city.  

Voss previously served as the City’s economic development manager.  She has extensive experience in managing business attraction, retention and expansion initiatives for state and local government, as well as, experience in tax advisory and real estate development consulting.

Prior to joining El Segundo, Voss was a senior regional manager for the Los Angeles County Economic Development Corporation (LAEDC).  In her role at the LAEDC, she led the organization’s economic development efforts in the South Bay region of Los Angeles County, and provided business attraction, retention and expansion assistance to companies throughout the region.

Voss was a director at Ryan, Inc., a national consulting firm, in the firm’s Credits and Incentives practice. She developed, managed and implemented a market penetration campaign for a new business initiative focusing on the California Enterprise Zone Program. In addition, she provided consulting services for credits and incentives engagements in both California and Massachusetts.

Voss served as a regional director for the Commonwealth of Massachusetts’ Office of Business Development.  She planned, developed and managed the state’s overall economic development efforts in the rapidly growing MetroWest Region, consisting of 35 towns and cities.  She directed the regional efforts of the Massachusetts Business Resource Team (comprised of the Office of Business Development, other state agencies, quasi-publics, and non-profit partners) to assist the business community with accessing the full range of incentives and resources.  Voss managed and delivered incentive packages to the region’s largest economic development projects, led a proactive business outreach program, and served as the region’s single point of contact for economic development efforts.

Prior to relocating to Massachusetts, Voss served as a senior community development specialist for the City of Chula Vista, in California. She prepared tailored business attraction proposals including site selection, incentives and local community business strengths to successfully attract business investment to the city. She administered the city’s Enterprise Zone Program, including outreach to encourage business expansion and investment.  She developed and managed the city’s active business retention program.

Ms. Voss holds a Masters Degree in Business Administration from Loyola Marymount University, and a Bachelor of Arts Degree from the University of California, San Diego. She served for two years as a Peace Corps volunteer in Chad, Africa.
