The City, in cooperation with Raftelis, examined its current and future revenue and reserve balances and its ability to fund the required capital needs along with ongoing operations. The proposed rate changes are necessary to maintain and improve existing water and wastewater service. The proposed rates are designed to comply with state laws, improve rate equity and fairness, and fund the City's costs of providing water and wastewater service including capital reinvestment.
