The City of El Segundo Building Safety Division checks proposed projects and plans for compliance with the 2022 California Building Code. Below are links to the most current code sections.

Low Impact Development (LID) Standards

Residential Sound Insulation Program

The RSI Program was established in 1993 to offset the adverse effects of noise from operations at the neighboring Los Angeles International Airport (LAX). Since 1993, the City of El Segundo has treated 1,905 homes for adverse effects of noise.

LAX Residential Sound Insulation Program (RSI Program ) Information and Check Eligibility

As part of its responsibility to the neighboring communities, LAWA administers the RSI Program for residents impacted by aircraft noise within designated noise contours. The areas served by the LAX RSI Program consist of previously untreated units in close proximity to the airport in the City of Los Angeles and the City of El Segundo.

The goal of the RSI Program is to ensure that treated homes achieve an improved interior noise level of at least five (5) decibels (dB) in Noise Level Reduction (NLR). To achieve this goal, the RSI Program may retrofit exterior doors and windows, install a ventilation system and other miscellaneous treatments – at no cost to the homeowner. The sound insulation treatments in eligible homes may vary depending upon the existing construction and historical designation of the home.

Building and Safety requires compliance with noise standards for new buildings and additions. Please view the following handouts and attach them to your submitted plans, of the project falls within the RSI zones. To determine whether your project is within a RSI zone and which requirements are applicable, please view the City's RSI Map.
