Code Enforcement is responsible for enforcement of the Municipal Code, including zoning/land use, property maintenance, and building standards. The Code Enforcement Section protects life, safety and property through the enforcement of codes and standards for the maintenance and regulation of property and structures in the City of El Segundo. Code Enforcement also enforces requirements for the licensing of all persons conducting business within the City. The Section's officers enforce the Codes professionally and consistently in order to enhance the quality of life for the citizens of El Segundo.

What Codes Do We Enforce?

The Code Enforcement Division enforces the entire Municipal Code. The following are some frequent enforcement items:

Property maintenance: Neglected or overgrown vegetation, lack of landscape; neglected, deteriorated, unpainted or unfinished structures without a building permit; inoperative vehicles on private property; debris
Housing: Sub-standard housing conditions, including broken windows, peeling paint, etc.
Building modifications without required permits/ approvals (e.g., garage conversion, room addition, re-roofing)
Violations of zoning conditions, including use requirements, signs, banners or other advertisements displayed without a permit.
Inoperable and abandoned vehicles on private property
Solid waste (early set-out of containers, inadequate containers, illegal dumping)
Zoning requirements (i.e. illegal dwelling units, use requirements)

Code Enforcement Officers enforce the codes professionally and consistently in order to enhance the quality of life for the citizens of El Segundo.

The City seeks voluntary compliance for Code violations. However, we may proceed with citations, civil penalties or court actions if necessary.

Our Process

After receiving a complaint, a case will be opened for investigation and assigned to a Code Enforcement Officer.

In general, complaints will be investigated within 10 working days. If additional information is required, a code enforcement officer will call or email you depending on whatever details are provided at the time of complaint.

Your personal contact information will not be disclosed to anyone and will be kept confidential to the fullest extent allowed by law.

To File a Code Enforcement Complaint

Before you file a complaint:

Please confirm that the address in question is within the City's jurisdiction by checking this map. Once you have determined that the address is within the City of El Segundo, we need the following information in order to investigate the complaint.

Your name, address and a phone number where you may be reached.
Location of the violation (street address).
Brief description of your complaint.

Code Enforcement complaints can be submitted in the following ways. Please be assured that your information will remain confidential.

Email the Code Enforcement Officer

Visit the Building and Safety Department to discuss the complaint with staff Monday through Thursday 7:00 a.m. - 5:00 p.m. and Friday from 7:00 a.m - 4:00 p.m.
