Water & Wastewater Billing FAQs

• Create an account and opt-in for paperless billing

  Creating and confirming your access takes a few steps, but it only needs to be done once!

  1. If you were not on auto pay before May 1, 2022 then you must enroll the first time. Have your account number and authentication code ready! Click the "View & Pay your Bill" link above. Once at the Welcome page, click Enroll. Enter your account number and your authentication code. Customer Name will show. Fill out contact info, create a login ID and password for future entry, agree to the terms, pick notification preference-including Paperless Billing, set up payment methods or choose to add later, and finish enrollment. Get your confirmation email, click the button to “activate”, then log in with your new login ID and password.
  2. If you were on the auto pay program before May 1, 2022 then The City created a secure login and password for you so that your automatic payment information was saved to a protected payment profile. You will receive a separate communication with instructions for logging in. Please give the City a call at (310) 524-2319 if you need assistance.

• Sign in-View bill online

  1. Once you have activated your new login ID and password, you will use this information to sign into the home screen.
  2. At the home screen, click the View Bill button to display the current bill, or View History for other bills stored for your account.

• Enter payment information, or Auto Pay

  1. Once you have access to your account online, you can store multiple payment options in your user profile including E-check with a checking or savings account, or a debit or credit card. The drop-down payment method bar will allow you to select from the stored payment options you have entered.
  2. If you were on the auto pay program before May 1, 2022 then the City created a secure login and password for you so that your automatic payment could continue without interruption. Automatic payments will run on the bill due date with the financial information previously provided to the City unless you log in and make changes.
  3. To set up or change any payment method to recurring payments, go to the home screen and select This will take you step by step through the process to Create a New Recurring Payment.
  4. * Note, if your bank account has ACH debit block, please inform them to allow ACH ID # 3383693141 to debit your account in order to avoid a returned item issue and charge. (Usually on Business accounts, most Personal accounts do not have this)

• Link multiple accounts or remove an account

  1. Go to the settings button in the upper right corner of the home screen. Choose “Account Linking” and follow the instructions. You must have the account number and authentication code for each account that is to be linked. If you get an error message-email h2oinquiries@elsegundo.org for assistance. An account may have to be un-enrolled by administrative staff in order to be linked.
  2. To remove a linked account, in account linking – simply click the remove button. This will also require you to un-enroll the account. Un-enrolling – means you will delete the account link as well as the saved banking instructions for the account.
  3. To update payment methods, go to Settings and select “Payment Accounts”. You will be able to add or delete payment methods.
  4. Settings also allows you to view profile settings, update notifications, change a password, and update a username.

• How do I pay my water bill?

  There are three ways to pay your water bill:

  1. Pay online using the El Segundo Utilities Service Portal
  2. Pay by check using U.S. Mail. Send your payment to:

  3. Pay in person at City Hall. See the Cashier at the Business License/Public Works Counter or use the drop-box located at the main entrance.

• Make a one-time payment without logging in

  1. Select Make A One-Time Payment at the top of the Login screen. You will need your account number and authentication code to gain access to the home screen. You can view your bill and enter one-time payment information by selecting the +Enter button next to the payment method. Any payment information entered this way will not be saved for future use.
  2. Pay by telephone using credit card or e-check. Call (310) 744-4170. Have your account number and authentication code ready.

• Make payment, partial payment or cancel payment

  1. Enter a Payment Amount, select a Payment Method from the drop-down menu (a 2.90% convenience fee applies to ALL CARD payments), select a valid Pay Date, and Continue to Payment. Select Make Payment. Payments will show status as Processing in the payment history tab until the payment is confirmed as received by the City.
  2. Partial payments can be made by editing the Payment Amount on the home screen. However, the account could be subject to late fees if full payment is not received by the bill due date.
  3. Partial Payment can also be made on an account signed up for auto pay using another payment method. However, auto pay will then be turned off until your next billing period and leaving a partial balance due on a bill due date will make this account subject to late fees. You can make full payment on an account signed up for autopay using another payment method thereby skipping autopay for the current billing period and still leave the account on autopay for the next billing period.
  4. You can cancel a payment that is “processing/pending” any time before 7:55 p.m. on the scheduled payment date. Click the “X” next to the Pending Payment and follow the screens to cancel. Once a payment has changed status to “paid” it can no longer be cancelled.

• What happens if my water payment is late?

  There is a 21-day requirement for payments. After 21 days, a past due (late notice) is generated and mailed or emailed. At this time, your account is considered delinquent and a $15.00 late fee will be assessed on the bill. The City will disconnect your water service if your account has been delinquent for 60 or more days. At least 10 days before disconnection, the City will post written notice and assess a $33.00 "red tag fee." 

  If you service is disconnected, a $91.00 shut-off fee is applied. An additional $54.00 reconnection fee will be applied if the service is to be resumed. If you are unable to pay your bill, please call us at 310-524-2319 to explore payment plan options and prevent disconnection.

• How do I turn off water service?

• Update the billing name on the account, the mailing address, ask to be set up on a payment plan, or any other questions
