The City of El Segundo’s Sewer Division is responsible for maintaining 56 miles of sewer main and 9 sewage lift stations within the City limits. Property owners are responsible for the laterals from their property to the sewer main, in accordance with Title 12 of the Municipal Code. A permit must be obtained for any work done on sewers within the City-owned right-of-way. A plumbing permit is required for sewer work on private property.

Food Service Establishment (FSE) Requirements & Guidelines

Disposing of fats, oils, and grease (FOG) down the sink drain which drains to the City’s sewer system, can lead to property damage and cause the City’s sewer system to clog up and potentially overflow.

The City of El Segundo’s Fats, Oils, and Grease (FOG) Control Program has been developed within the SSMP to reduce the amount of FOG discharge to the sanitary sewer system. The reduction of FOG discharge will also minimize the potential for FOG-related sanitary sewer overflows (SSOs). Inspections are conducted as needed per the Municipal Code.

Best practices for preventing sewer blockages and overflows caused by fats, oils and grease include the following:

Installation of a properly sized grease interceptor
Maintenance of existing grease interceptors
Disposing of food in the trash instead of washing it down the drain
Educate kitchen staff and other employees through a kitchen training program on how to ensure kitchen BMP’s are followed

Industrial Waste Discharge Permit

The City of El Segundo divides at Pacific Coast Highway (PCH) into two sewer service areas. The sewer east of PCH are tributary to the Los Angeles County Sanitation Districts’ (LACSD’s) Joint Water Pollution Control Plant in Carson. The sewers west of PCH are tributary to the City of Los Angeles’ Hyperion Treatment Plant. The City does not itself hold an approved pretreatment program but rather functions as a contract city under multijurisdictional agreements since both sewer service areas discharge into other independent jurisdictions. Both sewer service areas are subject to the El Segundo Municipal Code, Title 12, Public Sewer Facilities.

For industrial businesses east of PCH, the City requires industrial businesses, as defined by the Sanitation Districts of Los Angeles County, to apply for an Industrial Waste Permit by submitting all of the required forms directly to the City. The City will review, accept payment , and submit to the Sanitation District for processing. Permits are valid for five years from the date issued and inspections are required as part of the permit process to ensure proper operations, maintenance, and disposal of all waste.
